State weather forecasting agency Pag-asa has issued a red flood alert in the Bicol and Caraga regions around 5 am today.
Pagasa advised residents living near the mountain slopes and in the low lying areas of the affected river systems as well as the local disaster officials to be on “alert for possible flash floods.”
A red flood alert means flood is ongoing and that the water level is above critical levels.
Pagasa said heavy rains brought by the Shear Line is affecting the eastern section of Southern Luzon. Meanwhile, Northeast Monsoon-induced rains are affecting the rest of Luzon.

Also, Pagasa issued a heavy rain warning in Davao Oriental around 3:20 am.
“Flooding is possible in low-lying areas and landslides in mountainous areas,” it said.
