State weather forecaster Pagasa said the cloud formation they spotted yesterday has already transformed into a low-pressure area 1,200 kilometers outside the Philippine Area of Responsibility (PAR).
“Sa mga susunod na araw, may tsansa na maging bagyo ito or tropical cyclone,” Pagasa weather specialist Benison Estareja said in his 4 am advisory.
If the LPA morphs into a typhoon, it will be called Rosal, the first typhoon for December.
Shear line and trough causing rains
Two weather systems are causing the rains today – the shear line and trough of LPA.
The shear line – the narrow zone near the equator where cold and warm winds converge – will continue to bring rain to northern Luzon.
Cagayan, Apayao and Ilocos Norte will experience rains, which at some point, may be heavy.
Around noon to afternoon, it will also be rainy in Isabela, Abra, Kalinga, Ilocos Sur and Batanes.
“Inaasahan itong shear line na bababa at magpapaulan sa malaking bahagi ng eastern Luzon,” Estareja said.
The trough or the extension of the LPA will be bringing rains to the following provinces:

Sorsogon
Visayas
Eastern Visayas region
Central Visayas region

Northern Mindanao region
