RESIDENTS near the mountain slopes and rivers in Eastern Visayas and northeast Mindanao were advised to take “appropriate action” as flooding in the river systems has reached “above critical level.”
Severe flood warning in Eastern Samar
State weather forecasting agency Pagasa issued a “severe” flood warning alert in the provinces of Leyte, Northern Samar, Southern Leyte, Biliran, Eastern Samar and Samar.
A “severe” flood warning is being issued when Pagasa’s telemeters in rivers and tributaries have registered flooding that are “continuously rising above critical level.”
Based on the instruction issued by Pagasa’s general flood advisory, people and disaster officials near the rivers and tributaries to be on “alert for possible flash floods.”

Extreme flood warning in Surigao provinces, Dinagat
In Mindanao, Pagasa issued an “extreme” flood warning advisory in Surigao del Norte, Surigao del Sur and Dinagat Islands. Pagasa’s website showed a red icon warning which means that the water in the affected river systems is “above critical level.”
“People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the Local Disaster Risk Reduction and Management Councils concerned advised to take appropriate actions,” the 5 am flood bulletin reads.

Four province in Bicol and Cagayan regions may expect moderate flooding in the next 12 hours, Pagasa said.
Similarly, residents near the mountain slopes and low-lying areas in the provinces of Catanduanes, Sorsogon, Isabela and Cagayan were advised to take “neccessary precautionary measures.”

Meanwhile, the general flood advisory in Davao region has been taken down.
What’s bringing December rains
Pagasa said the low-pressure area that they have been monitoring yesterday in Indonesia has already moved to northeast of Mindanao.
Based on the weather satellite, around 3 am, the LPA is located 210 kilometers east northeast of Davao City.
Another weather system, the Shear Line, is affecting the eastern section of Southern Luzon.
Northeast Monsoon is the prevailing weather system affecting the rest of Luzon.
“The 12-hour rainfall forecast is light to occasionally moderate rains and thunderstorms,” Pagasa said in their general flood advisories.
