GUIDE: Applying calamity loans on SSS, GSIS, and Pag-IBIG

IN times of calamity, our needs heighten due to the damage and injuries inflicted by the weather, and by living in the country like the Philippines, getting caught up in situations like this is inevitable. 

For the past previous days, Filipinos have been battling against the challenges of disruptive storms and floods within their areas due to typhoon Crising and the southwest monsoon. 

These catastrophes caused the livelihoods of many Filipinos, making it hard for them to get back on their feet as they continue to strive for a new day. 

A series of typhoons is something that Filipinos cannot avoid, and with Crising leaving the Philippine Area of Responsibility (PAR), the country is yet again greeted with two more typhoons: Dante and Emong, and a low-pressure area (LPA) that has a high chance of developing into another typhoon. 

With these, Social Security System (SSS), the Government Service Insurance System (GSIS), and Pag-IBIG launched a calamity loan program for members whose residences were affected by the calamity. 

Applying for SSS  

To avail the said program, SSS had listed qualifying conditions for said members: 

  • Must be registered in the SSS Website (My.SSS facility) to facilitate filing of online application.
  • Must have at least thirty-six (36) monthly contributions, six (6) of which should be posted within the last twelve (12) months prior to the month of filing of the application.
  • Must have at least six (6) posted monthly contributions under the current coverage/membership type prior to the month of loan application for Self-Employed, Voluntary (including Non-Working Spouse), and Overseas Filipino Worker (SE/VM/OFW) members who are land-based.
  • Must be residents of the calamity-declared areas and have suffered damage/loss to their properties. A resident, for the purpose of CLAP, is one who has a home address or property at the calamity-stricken area.
  • Have not been granted any final benefit, i.e., permanent total disability or retirement.
  • Must have no past due SSS Short-Term Member Loans.
  • Must not have an outstanding Loan Restructuring Program (LRP) or Calamity Loan Assistance Program (CLAP). 

To apply for the calamity loan, the SSS member should submit the calamity loan application online through My.SSS Website, or thru the MySSS App 

The SSS member is also required to enroll or nominate his/her valid bank account in the Disbursement Account Enrollment Module (DAEM). 

The nominated bank account will be used as a mode of disbursement of the calamity loan application through the access of My.SSS account. 

SSS’s loanable amount will be equivalent to one (1) Monthly Salary Credit (MSC) computed based on the average of the last twelve (12) MSC (rounded up to the nearest thousand), or the amount applied for, whichever is lower.

Applying for GSIS 

To apply for the GSIS calamity loan, an active member should be qualified with the following:  

  • Residing or working in a calamity-declared area;
  • Are not on leave of absence without pay;
  • Have paid and remitted premiums equivalent to at least three (3) monthly premium contributions for both Personal and Government share within the last six (6) months prior to application;
  • Have no pending administrative case and/or criminal charge;
  • Have no due and demandable loans
  • Have a net take-home pay not lower than the amount required under the General Appropriations Act after deduction of the monthly premium contributions and loan amortization.

Old-age and disability pensioners can also apply for calamity load if: 

  • They reside in a calamity-declared area; and
  • Their resulting net monthly pension after loan availment is at least 25% of their monthly pension. 

The loanable amount for GSIS is P20,000. A redemption insurance equivalent to 1.2% of the gross loan amount is deducted from the loan proceeds.

GSIS calamity loan can be applied by either via eGSISmo, email, or GWAPS Kiosk 

For eGSISMo:

  • Login to your eGSISMO account (BP number and PW)
  • Click Loans Application icon and choose Emergency Loan, Loan Type (New or Renewal)
  • Upload a Picture of Member holding UMID / Temporary CARD or 2 Valid Government IDs if UMID / Temporary CARD is lost (as JPEG or PDF File)
  • Confirm Loan Agreement and click SAVE
  • Await email confirmation from GSIS for further instructions.

For Email: 

  • Fill out the Emergency Loan Application Form* and GSIS UMID Card
  • Save the Application Form as JPEG or PDF File and scan the UMID Card
  • Email the documents to your GSIS handling branch (link list here)
  • Await email confirmation from GSIS for further instructions

For GWAPS kiosk

  • Go to a GWAPS kiosk nearest you.
  • Place your eCard Plus/UMID in the G-W@PS kiosk card reader. Place the enrolled finger in the biometrics scanner. Once recognized, will display your personal data.
  • Choose Loan Windows icon and click on Emergency Loan
  • To confirm your loan application, place finger on the biometrics scanner.
  • Once approved, you can withdraw anytime your loan proceeds from any Megalink, Bancnet and Expressnet ATM located nationwide.

Applying for Pag-IBIG

To apply for a calamity loan, members can fill out the loan provided by Pag-IBIG, which can be found here.  

Pag-IBIG members should also provide a valid ID as well as a proof of income or certified income by the employer on the form, and a Pag-IBIG Loyalty Card Plus.

Application forms can be submitted via email at: [email protected] or have your physical form submitted at the nearest Pag-IBIG branch or at a Lingkod Pag-IBIG On Wheels.
