The Anticipated Mid-Year Bonus: A Guide for Government Employees

FOR many government employees in the Philippines, the mid-year bonus is a highly anticipated financial boost. Starting on May 15, qualified personnel are set to receive their much-awaited mid-year bonus.

This additional compensation, mandated by law and detailed in Budget Circular No. 2017-2 issued by the Department of Budget and Management (DBM), provides a welcome financial respite and acknowledges the hard work and dedication of civil servants. Understanding the specifics of this bonus – who is eligible and how it’s calculated – is crucial for every government worker.

Eligibility Criteria: Who Qualifies?

The criteria set forth by the DBM for the mid-year bonus must be clearly enumerated. In general, all government employees who have served at least four (4) months of uninterrupted government service from July 1 of the immediate preceding year to May 15 in the current year and are still in government service as of May 15th are eligible. This includes those in national government agencies, state universities and colleges (SUCs), government-owned or controlled corporations (GOCCs), and local government units (LGUs).

However, there are particular scenarios that must be fulfilled. The mid-year bonus is not going to be given to employees who resigned or retired ahead of 15 May. On the other hand, personnel facing pending administrative or criminal charges will remain entitled to the bonus until such time when a final and executory guilty judgment is rendered against them.

If the employee is convicted of the crime with finality, the employee loses the rights to receive the bonus for the year when the conviction becomes final, and shall return any bonus already paid for that year. If a reprimand is imposed as a penalty, however, the employee shall still qualify for the mid-year bonus.

Calculation of the Bonus: What to Expect

In this regard, the mid-year bonuses would simply equal whatever one month salary is, as of the current year May 15th – which means, any employee’s gross monthly salary received on this date would be the same amount as his or her bonus. It is a very easy computation for employees in estimating how much extra they will be receiving.
