FOLLOWING the recent events of floods in many areas in the countries that are being experienced by most Filipinos, it is valid amongst citizens to ask if such flood control projects have been properly implemented within the areas of our residences.
Little drops of rain can easily result in floods barging into as well as making main roads impassable, even with cars and buses.
When typhoon Crising, Dante, and Emong strike the land of Luzon, houses of people have been submerged, as well as their livelihoods being disrupted by the storm.
In the recent report of the National Disaster Risk Reduction and Management Council (NDRRMC), the number of affected Filipinos reached 9,720,352 individuals or about 2,661,857 families.
As per the government council, a total of 108,375 damaged houses are reported in Region 1, Region 2, CAR, Region 3, CALABARZON, MIMAROPA, Region 5, Region 6, NIR, Region 7, Region 9, Region 10, Region 11, Region 12, CARAGA, and BARMM.
Being the country that lives in an area near the place where cyclones form, the government ought to put a priority when it comes to flood control systems.
However, despite their efforts to reduce through drainage and funding, it seems like none of the said implemented flood control projects are doing much for the Filipinos; thus, making most of us question if they’re really doing their job to serve their citizens.
“Mahiya naman kayo”
On BongBong Marcos Jr.’s fourth State of the Nation Address (SONA) that occurred last July 28, 2025, he took the stage to call out those government officials who are pocketing the government money instead of directing it to the said flood control projects.
His phrase, “Mahiya naman kayo,” has sent off mixed reactions amongst Filipinos, with some praising him for calling those officials out, while others making a joke out of it.
“Mahiya naman kayo sa mga kababayan nating naanod o nalubog sa mga pagbaha! Mahiya naman kayo lalo sa mga anak natin na magmamana sa mga utang na ginawa niyo, na binulsa niyo lang ang pera.”
Marcos stated that the government would take action against all those found to be involved in corrupting the public funds that are dedicated to flood control projects.
Following this event, the President had a website called “Sumbong Sa Pangulo,” on which Filipino citizens can report flood projects that have been promised to them but haven’t been delivered in their areas.
A website to report flood control project
Last Monday, Marcos released the website Sumbong sa Pangulo, which can be accessed at this site: https://sumbongsapangulo.ph/
By visiting the website, visitors will later be greeted by one of Marcos’ states during his previous SONA, highlighting his “Mahiya naman kayo” phrase amid the failed flood control projects.

Scrolling down, the lists of flood control projects in various areas can be seen, as well as the cost of the projects used to mitigate the flood.
People can also search for the specific areas they want to report.

After searching for the specific area that you want to report, you will then be redirected to the reporting page.
Putting your contact information is optional; however, leaving a message about your report, as well as pictures and videos of the said project, is highly encouraged.

In a press conference last Monday, Marcos emphasized the public’s important role in the investigation, noting that ordinary citizens are most affected by flooding.
“We need the citizens to play their part, their civic duty to report to the government what they see as being wrong,” Marcos stated.
“Lahat ng hinaing ninyo- masama loob ninyo, nagrereklamo kayo, frustrated kayo dahil nakikita ninyo wala naman kayong malapitan. Ito na ‘yung chance ninyo. Mayroon na tayong website,” he added.
He also stated that all the reports that are written on the website will be read by him one by one.
