AS the country prepares to ring in the new year, the northeast monsoon and the shear line will bring cloudy skies with rains over parts of Luzon.
The state weather bureau said the shear line, or the convergence of cold and warm winds that forms rain clouds, will bring cloudy skies with scattered rain showers and thunderstorms over the Bicol region and Quezon province.
Flash floods and landslides are possible due to moderate to at times heavy rains.
Cagayan Valley, Apayao, Kalinga, and Aurora will have cloudy skies and rains due to the northeast monsoon, and people in the area are also warned against possible flash floods and landslides due to moderate to at times heavy rains.
The Ilocos region, the rest of the Cordillera Autonomous Region, and Central Luzon will have partly cloudy to cloudy skies with light rains due to the northeast monsoon.
Localized thunderstorms
Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rain showers and thunderstorms due to localized thunderstorms.
Flash floods and landslides are possible during severe thunderstorms, and the weather bureau advises the public to take precautions.
New Year’s Day weather in key cities
January 1 in Metro Manila will be partly cloudy to cloudy with isolated rain showers.
Baguio City will have cloudy skies with rains due to the northeast monsoon. Legazpi City will also be cloudy and rainy, and this will be due to the shear line.
Metro Cebu and Metro Cebu will have isolated rain showers on Sunday.
Temperature check
Baguio chills today with temperatures ranging from 14 to 23 degrees celsius, while in Tagaytay the temperature will be from 19 to 28 degrees celsius.
Metro Manila’s temperature will range from 22 to 30 degrees Celsius. The temperature in Laoag will be from 23 to 30 degrees Celsius, and in Tuguegarao 20 to 25 degrees Celsius.
In Legazpi and Puerto Princesa, the temperature will be from 24 to 30 degrees Celsius, and in Kalayaan Islands 25 to 30 degrees Celsius.
In Cebu, the temperature will range from 24 to 31 degrees Celsius, and in Tacloban and Iloilo 25 to 30 degrees Celsius.
The temperature in Davao will range from 25 to 32 degrees Celsius, Cagayan de Oro 23 to 30 degrees Celsius, and Zamboanga 23 to 32 degrees Celsius.
Gale warning
Strong to gale force winds associated with the northeast monsoon are expected in the seaboards of Northern Luzon and the eastern seaboards of Central and Southern Luzon
Sea conditions will be rough to very rough, and waves may reach as high as 4.5 meters

- Cagayan
- Babuyan Islands
- Isabela
- Ilocos Norte
- Ilocos Sur
- La Union
- Pangasinan
- Aurora
- Northern coast of Quezon including the northern and eastern coasts of Polilio Islands
Fishing boats and small sea craft in these areas are advised not to venture out into the sea, while larger vessels are alerted against big waves.
Coastal waters
Coastal waters in Luzon will be moderate to rough, and the wind speed will be moderate to strong.
In Visayas and Mindanao, coastal waters will be slight to moderate, while the wind speed will be light to moderate.
